AMENDMENTS TO FIRE CODE 2023 3RD BATCH OF AMENDMENTS

SCDF would like to issue the 3rd batch of amendments to the Code of Practice for Fire Precautions in Buildings 2023 (Fire Code 2023). The amendments, which were deliberated and accepted by the Fire Code Review Committee are attached as Annex A of this circular. 2. Amendments stipulated in Annex A shall take effect from the date specified therein. Qualified Persons who wish to comply with the requirements in this Circular for any proposed plans of fire safety works for new buildings or existing buildings to be submitted during the 6month grace period (i.e., 3 Mar 2025 to 3 Sep 2025) can do so and are not required to apply for waivers. Such plans that are submitted to SCDF for approval on or after the effective date shall be subject to the amendments made to the Fire Code.

AMENDMENTS TO FIRE CODE 2023 2ND BATCH OF AMENDMENTS

SCDF would like to issue the 2nd batch of amendments to the Code of Practice for Fire Precautions in Buildings 2023 (Fire Code 2023). The amendments which were deliberated and accepted by the Fire Code Review Committee are attached as Annexes A & B of this circular. 2. Amendments stipulated in Annexes A & B shall take effect from the date specified therein. IMPLEMENTATION OF SS 532 : 2024 CODE OF PRACTICE FOR THE STORAGE OF FLAMMABLE LIQUIDS

The 4th edition of SS 532 : 2024 Code of Practice for the storage of flammable liquids was officially launched by Enterprise Singapore on 18 Mar 2024. This standard provides an update on the previous edition of SS 532 : 2016 to reflect change in industry practices. 2. Please be informed that the standard shall be applicable to all building plans that are submitted to SCDF for approval from 01 December 2024. This grace period is given to the building industry to plan for any new building projects. Any proposed plans of fire safety works for new buildings / premises or alteration / alteration works to existing buildings / premises that are submitted to SCDF for approval on or after the effective date will be subjected to the new standard. Notwithstanding the above, SCDF has no objection to the immediate adoption of the revised standard.

ADVISORY ON AMBULANCE ACCESS TO BUILDINGS

With the increase in ambulance calls that SCDF has seen in recent years, there is growing concern about ambulance access into buildings (especially non-landed residential), particularly for patients who require urgent medical attention. Some building designs and layouts make it difficult for ambulances and emergency crew to reach patients in a timely manner. It is also important that the patient should be sheltered during conveyance, especially during adverse weather conditions.To address this issue, it is important to provide sheltered access to ambulances.

IMPLEMENTATION OF SS EN 3-8:2023 - PORTABLE FIRE EXTINGUISHERS PART 8:

The SS EN 3-8:2023 - Portable fire extinguishers Part 8: Requirements for the construction, pressure resistance and mechanical tests for extinguishers with a maximum allowable pressure equal to or lower than 30 bar, which comply with the requirements of SS EN 3-7, formerly known as SS EN 3-8:2012, was published online by Enterprise Singapore on 18 September 2023. The revised standard is an identical adoption of EN 3-8:2021, Portable fire extinguishers Part 8: Requirements for the construction, pressure resistance and mechanical tests for extinguishers with a maximum allowable pressure equal to or lower than 30bar, which comply with the requirements of EN 3-7, published by European Committee for Standardization, CEN, Rue de la Science 23 B 1040 Brussels.

IMPLEMENTATION OF SS 333: 2022 SPECIFICATION FOR FIRE DAMPERS

The SS 333: 2022 Specification for fire dampers was officially launched by Enterprise Singapore on 7 Oct 2022. It is a revision of SS 333:2012, Specification for fire dampers. The key changes made in the standard include the definition, specifications, test requirements and air leakage calculation of fire-smoke damper. 2. The implementation of this revised standard takes effect on 1 May 2024. The grace period is to give the building industry sufficient lead time to plan ahead for any new building projects. Any proposed plans of fire safety works for new buildings / premises or alteration / alteration works to existing buildings / premises that are submitted to SCDF for approval on or after the effective date will be subjected to the new standard. Notwithstanding the above, SCDF has no objection to the adoption of the new standard with immediate effect or immediately after the official publication date by the Enterprise Singapore.
